Sorry I had a very hectic week and wasn't reading through the threads.
I don't think anyone understands your issue. 
Can you please respond with more detail? I'm not an apple person, but perhaps someone can help you.
These are my assumptions based on the little you mentioned. Correct me if I'm wrong. 

1. K9 is working fine normally except when tethering (for example on a regular ethernet cable or wifi signal).
2. You are on a Mac.
3. When tethering, K9 doesn't respond and blocks all internet access. (or is it not working and allowing everything through?)
4. We don't know what phone you are using to tether.
5. No one tried bypassing K9 or uninstalling it without the password.

No worries, totally understand. 
It basically boils down to the mac part if it.
1. Yes K9 works fine, unless I tether internet with my phone using bluetooth. When I do so, the filter is gone.
2. Yes, a mac, which according to TAG doesn't give me any more options over k9.
3. When tethering, there is no filter - doesn't block anything. I called my provider and they said that they can't change the APN.

The issue is with my computer.
BH my phone has no safari or adding apps allowed, so I'm good on there.
It's a weird situation.

I wonder if it's because the tether connection is through bluetooth instead of wifi that it bypasses the filter which only looks at the TCP/IP connections.
Are your computer and phone capable of establishing the tether connection through wifi (like a hotspot)?
