That's a good phrase "troubleshoot me," for "me" indeed is the problem, not the phone, filter, tether or computer.

Have you tried callin' TAG?

Hi Welcome aboard,

Your phone is probably connecting to it's service provider via IPV6 which can cause issues with filters. Usually you can force your phone to use ipv4 either by creating an apn profile or through the settings.
What type of phone do you have?
Tag should be able to assist you.
