Zion here, just wanted to share with you what works for me in terms of mobile filters and 2 apps I found to keep the bad stuff away while using Twitter and YouTube.
(These apps are all android, I don't know of there are IPhone versions)
I discovered this filter by mistake and I have not seen it advertised on any jewish forum, TAG and the likes.
Its called mobile fence.

It is a filter and a monitor.
The 2 advantages that it has over any other filter is;
1) It has in-app blocking. It will force you to use chrome even when trying to access the in app browsers of twitter, google maps etc.
In the event that it lets you continue using the in app browser, it may be unfiltered, but it will report all activity to the admin.
2) White listing over chrome.
One thing I have learned on my journey is that no filter is fool proof. Adding sites is easy and I established a nice size list of sites so I don't feel restricted from the ones I need.
Unlike other filters, it does the whitelisting straight into chrome without being forced to use a trashy slow browser.
It is important that your administrator be someone trustworthy and slightly tech savvy so that they can properly view your activity and you don't feel compromised.
Keep in mind that the monitor logs all app and site usage, as well as the ability for sms recording. This can feel stalky, so make sure your admin is someone you know well.
Personally I have a family member that works full time at a computer, so he adds sites that I request in under a minute.
It's no secret that youtube can't be propery filtered, and it can be the "weed" of porn.
I found a solution by using an app called YouTuze. the app only allows access to specific predetermined channels. Changes to channel access is locked by a a password. True, it is very limiting, but if you have specific channels that you constantly view, it is worth it.

As mentioned before, besides for twitter having a built in browser, the users and profiles are totally unfiltered and dangerous.
I found a solution to this by using an app called wee tweet. Much like youtuze it only allows the viewer to read and access predetermined profiles.

All this is with the assumption that there is a proper lock on the play stores.
Of course nothing is foolproof, but these are some preventative measures that help keep the "first look" away.
