Where does it say that?
i believe He can do whatever He wants.
Certainly everything that He does is for a good reason, but I don't always know what that reason is, and I certainly don't know what He can or "can't" do.

For example, if someone is very sick in a hospital, it'll be very very hard for him to davin with a minyan. Should he say that since Hashem gave me this test - He must know that I can do it, or perhaps he should say that this test of davining with a minyan is too much for me right now, and instead focus on the One who sent him the "test" and try to figure out what He really wants from him.

Bichira does not always apply to every situation. Some things may be beyond us. Thats not a free license to act out and enjoy it because "it's too hard not to", but it does mean that if this situation is  beyond our control, then we better get on the phone with The One Above, or some other action that can help us, and TRY, but remember that the end result is up to Hashem, not us.

This is tricky.  But yes, one can say there are times we are set up to "fail" in order to achieve a bigger purpose.

We don't have to try to grow up to be the greatest person of all mankind, but we do have to try to use our abilities that Hashem gave us to the max, and that IS the greatest we can be!

If we would only know how much Hashem loves us and cares for us - even when we are not perfect, we would go out of our way to do our best for him. Lots of times our problem is, that we don't believe that He really loves us.

Our job is to do what our beloved father wants from us, even when we don't understand. When we do understand the reason, its just a plus. Waiting for an explanation before doing Hashems will, is like not taking medicine only after understanding how it works.

One who insists on understanding the whys of God's ways in this world will likely not maintain faith. While praying for what we believe to be our needs is encouraged a misguided belief that God is some kind of ATM machine were we put in mitzvos and get out wonderful marriages, healthy children, great jobs etc seems to me to be a serious mistake.
True, the sages say God judges measure for measure, and I believe that we are accountable for all of our actions, but as I understand it the results are often not demonstrated in this world, or in one lifetime. A great cause for turning away from God seems to me to be the mistaken belief that we are owed an explanation for the suffering of the righteous. It does take a step of faith to believe in a just loving God without iron clad proof, especially when the yaitzer hara works its way on one's efforts to perceive the available evidence, that seems to me to clearly point to a loving Creator involved in his creations.

Because there wont be any onesh if one doesn't mekayem. The example given is different. Bechirah would be whether he can choose to daven with a minyan or not. Whether he's mechuyav or not isn't the question.

"One cannot compare the one that learns 100 times to the one that learns 101 times" ('חגיגה ח). Years ago the average was to learn everything 100 times, so that 'one time' going out of your comfort zone is what is truly impressive. (Tanya chapter 15). Never tell yourself 'I will give in just one more time'. Yes that one time that comes with a struggle really does count, and it truly makes all the difference!

We judge other humans buy their actions, because that's all we can see. Hashem sees our intentions too, and he takes that into consideration. Yes we may not be perfect, But Hashem cares about our effort, not only at the results!
