How about if we look at this time like this:
We all know that doing mitzvos [and refraining from aveiros helps bring the Geulah closer .
BUT those things are not SPECIFIC to building the Beis Hamikdosh. They are basically general things to bring Zechus to Am Yisroel.
NOW we are given 3 weeks, and especially the last 9 days, to do something which is specific to the Geulah itself.
Mourning the Golus and the churban means recognizing what we're missing and yearning for its return. This mitzvah DIRECTLY encourages Hashem {so-to-speak] to bring Mashiach and rebuild the Bais Hamikdosh.
SO- WOW! we now have a hands on mission to end this golus! lets take advantage of it!
