For those who are not familiar with the Sefer, this is very big news! Such big news that if we weren't already omitting Tachanun this afternoon (let alone the entire Nisan), I'd be tempted to do so! This Sefer is Kodesh Kadashim, and yet it is written for everyone. While learning a Sefer of this type will not, by itself, stop addictive behavior, it will give a lot of motivation to want to stop such behavior by other means.

Does it have an Haskomoh from Dov?

In other words, is it for real addicts?? Or is it for normal people who have a yeitser hora???

The Sefer was not written for addicts. It's a Sefer on Shemiras Einayim written for Klal Yisrael. That doesn't mean, however, that an addict cannot benefit from the Sefer, if it motivates him to do whatever is necessary to stay clean one day at a time (what addicts, in particular, need to do won't be found in this Sefer. The GYE Handbook contains that type of information).
