The Pesukim list many ways that Hashem helps and uplifts the downtrodden, then it ends with "and He confuses the wicked". How does that fit into the sequence here?

The answer is that the Pasuk is describing one of the biggest Chasodim that Hashem can do with a person. Sometimes one is on a wicked path, just cruising along oblivious to the damage he is doing. Then Hashem decides to give the person a second chance. So He muddies and confuses the way, and makes the person so miserable that he is forced to confront the truth about himself and make the choice which road he will continue to follow. And He guides the person onto a better path...
