I'd recommend always following a humorous line with a brief and honest explanation why you can't hug a person of the opposite gender. It need not be a lengthy discourse; just enough to properly convey the point without blowing the other person off. Jokes work once. With an explanation about your values (yes, even a goy can understand this) they will respect you and be careful never to present the situation again.

There have been episodes where both Bush and Gore have outstretched their hands to Chabad Rebbetzins and the Rebbetzins did give them their hand. Instead, they kept their hands behind their back and explained that they could not shake. Both Bush and Gore understood very well what they were talking about and respected their modesty. They did not need any sweet lines. Jokes are nice, but honesty works best.

Once on the "shluchim" and "handshaking" topic; I've heard an assortment of cute lines that Chabad shluchim have used to get themselves out of sticky situations. One that stands out in my mind is: "The last person who shook my hand donated $100,000.00 to Lubavitch".  :D

I'm so glad that you have already seen and experienced the positive effect of being honest with people regarding this. The main point is to convey that your not hugging/shaking hands with them is nothing personal; it's a matter of your values. As you practice, you'll find something that you are comfortable with, and the whole issue will become much lighter.
