Is it muttar to go on GYE on nittel?
can one be mikel after chatzos?

Don't be silly - it doesn't look good on you.
How about you go see how many times that there is a more chamur issue of intimacy than Nittel Nacht . Lets say for example RH. Yet its pretty clear in Shulchan Aruch that if it will bring to Hirhurim its better to be intimate.
Its always better to be oiver on a minhag if not being oiver on the minhag will bring to a true issur.
Im working with the assumption that nittel is even qualified as a minhag which is probably debatable
