How does one learn how to tie, retie or fix tzitzis, especially if they start to get unravelled a little bit. does it have to go to a sofer or an expert who knows how to do it.

You can go to someone who knows how to do it. Doesn’t have to be a sofer. Usually guys in seforim stores know how. 
In general, just look at it as a regular (okay, not actually, but mostly regular) knot. Just try to experiment and see what works to get the result that you want. (That’s basically how I learnt)
 If you live in Monsey, I’d be more than happy to help you out in person. (There are few things that irk me more than unraveling Tzitzis. *shudders*)

I just heard/saw two relevant things.

There is an opinion that it is better to avoid making a knot in the end of each string, it could be a shayla of extra knots.
for the ends that start unraveling, you straighten each half thread and twist then each in the opposite direction that you want to twist and it self twists around each other.
