Someone is translating our Attitude handbooks into Hebrew. It says there:

The Steipler too, in regards to a specific behavior that someone had difficulty controlling, writes: “He is not a Ba’al Bechira now in this area, and the only thing he can (and should) do, are Tikkunim that will help him over time”.

He wrote me:

On chapter 6 there is a quotation from the Steipler, while the source book-name isn't mentioned.
As with all other texts that were originally on Hebrew, I want to insert the original Hebrew text here, too.
Do you have the name of the book or a link to a site that holds the Hebrew text?

Anyone know?

There is a small sefer of letters the Steipler wrote to people with behavioral issues such as OCD and other things. I forget the name but its probably in there.

It's probably in Karayna d’Igrasa , the Steipler Gaon's collection of letters, but I don't have the exact source.

Perhaps what you are looking for can be found in a sefer called "Eitzos V'Hadracos" pg 61 - the sefer is written by Rabbi Dr Greenwald based on letters he received from the Stiepler and also includes the actual letters - however I'm not sure that he is referring to SA.

BTW the sefer helped me pick myself up many times when I was down for the count I highly recommend it.

I think it was Eitzos V'hadrochos, and it was refering to obsessions of thoughts of kefira (which of course are aveiros even without any actions).
It was actually quoted by R' Reisman in the shiur hadracha that Guard posted on the website (somewhere).
